Brief descriptions of our work with clients

Below are brief summaries of work demonstrating how The Fromm Group has helped its clients to go farther.

Client(s): ACDI/VOCA

TFG president Linell Fromm visited the Central Asian countries of Kazakhstan and Kyrgyzstan in 2004 to help establish transparent employment practices and hiring procedures.

In Kazakhstan, Dr. Fromm trained leaders from progressive local universities, youth NGOs, government officials in employment departments in Shymkent, Taraz, Taldykorgan cities and Turkistan town (southern Kazakhstan) to develop career and labor market services, develop and implement fair labor and employment standards, obtain labor market data, analyze professional opportunities and employers requirements, and provide instruction in professional resume design, interviewing and presentation skills.

In Kyrgyzstan, Dr. Fromm had a similar assignment - to train leaders in Osh, Jalabat, and Kyzyl-Kiya cities in the south on developing fair and equitable employment standards, career and labor market services, and more.

Her work, part of ACDI/VOCA's three-year project funded by the U.S. Agency for International Development (USAID), was sponsored by the Community Action Investment Program (CAIP). CAIP works with targeted communities to identify, prioritize and co-implement projects requiring a minimum community contribution. Once specific projects are implemented, community members should see improvements in their quality of life by having access to fair and equitable employment opportunities.

Client(s): Broward County Fire Rescue Division

The Broward County Fire Rescue Division (BCFR) received a matching grant of almost $250,000 from the U. S. Fire Administration (USFA), an entity of the Federal Emergency Management Agency, in Round 12 of the 2002 Assistance to Firefighters grants program. The Fromm Group assisted BCFR in preparing its winning proposal. With 70% funding from USFA matched by a 30% local contribution, BCFR will implement an innovative firefighter Wellness and Fitness program that offers annual physical exams, along with additional medical, physical therapy, and fitness services, to all 431 uniformed firefighters and paramedics. BCFR, headquartered in Fort Lauderdale, Florida provides fire, emergency medical, and specialized rescue services for Broward County unincorporated areas and contracted municipalities.

Client(s): City of Lemon Grove, CA

The City of Lemon Grove, CA was awarded more than $3.8 million by the California Public Library Construction and Renovation Board. The grant from Library Bond Act of 2000 (Proposition 14) funding will help construct the Lemon Grove Community Library, complementing the City's civic center redevelopment project and fulfilling a sustained collective community dream to provide the city's multi-cultural residents a highly accessible, state-of-the-art library facility. The Fromm Group prepared Lemon Grove's Community Library Needs Assessment, Library Plan of Service, and Library Building Program for the application package. MW Steel Architects contributed to the Building Program and prepared the conceptual building design. The Fromm group advised the City on the Joint Use Agreement with the Lemon Grove School District, whose nationally recognized LemonLINK computer network will be integrated into the new library.

Client(s): Palomar-Pomerado Health System

The Fromm Group was hired to evaluate the Welcome Home Baby! program, a ground-breaking program intended to improve the health and well-being of all first-time mothers and their infants in North San Diego County. The project was developed by a collaboration of providers under the leadership of PPHS Home Care and the Palomar Pomerado Hospital Foundation, and was partially funded by the San Diego County Children and Families Commission. The Fromm Group developed a comprehensive evaluation design using a combination of quantitative and qualitative methodologies, analyzed the data, and prepared a summary of findings for funders, including the Prop 10 Commission, the hospital board of trustees, professional associations, and other stakeholders.

Client(s): County of Riverside, CA

The Fromm Group evaluated the County of Riverside's Youth Intervention Programs (YIPs) to determine if the program was succeeding in influencing young people to stay in school and out of the juvenile justice system. In conducting the evaluation, The Fromm Group also provided valuable information about service delivery that will enable program staff, County policymakers, stakeholders and other audiences to improve the program's effectiveness.

Client(s): County of San Diego, CA Health and Human Services Agency

The County commissioned us to examine the value to the HHSA of contined funding for the United Way's Information and Referral Services (I&R Services). Using face-to-face interviews, written surveys, telephone interviews, and document analysis, The Fromm Group gathered answers to questions concerning the various constituencies that benefit from I&R services; costs associated with I&R services; County workers' perception of I&R services' usefulness; and I&R services in other counties.

Client(s): County of San Diego, CA Health and Human Services Agency

The Fromm Group was hired to perform an objective assessment of workload volume and complexity at HHSA as compared to similar jobs in other counties. The objective was to determine appropriate workload levels for HHSA staff, so that the County could position itself to competitively improve recruitment, retention, and accuracy among eligibility staff. In conducting the study, The Fromm Group used face-to-face interviews, written surveys, telephone interviews, and document analysis to answer questions concerning:

  • compensation and attrition levels for eligibility worker positions in the 20 most populous California counties (in addition to San Diego)
  • compensation and attrition levels for comparable non-eligibility positions in the San Diego region
  • workload levels and ranges for eligibility workers administering public assistance programs in the 20 most populous California counties
  • best practices for recruitment, retention, and accuracy of eligibility workers in the 20 most populous counties in CA.

Client(s): City of National City, CA

The City of National City was awarded a matching grant of $11,112,814 by the California Public Library Construction and Renovation Board. The Fromm Group prepared the Community Library Needs Assessment and the Library Plan of Service, assisted with the Library Building Program, and wrote or edited portions of the 30-page application form. The Fromm group also advised the National City Librarian on the Joint Use Agreement with the National School District. Carrier Johnson Architects prepared the building’s conceptual plans and prepared or procured State-required site studies, environmental reports, and other supporting documents.

Sixty-one applications (10 from San Diego County) were considered for State matching grants for public library construction projects. Thirteen projects throughout the state received grants; National City was the only application from San Diego County to win an award and the only one rated "outstanding" by the California Office of Library Construction review panel.

Client(s): San Diego Unified School District; City of San Diego Police Department; County of San Diego, CA Mental Health Services

Our clients were awarded $9 million by the U.S. Departments of Health and Human Services, Education, and Justice for the Safe Schools/Healthy Students Initiative. We facilitated a multi-agency work group, helped design the program and evaluation plan, and prepared the proposal, including MOAs and letters of support.

Client(s): County of San Diego, CA Health and Human Services Agency; Chicano Federation of San Diego County, Inc.

Our clients were awarded $100K by the U.S. Departments of Health and Human Services, Education, and Justice for a Latino Tobacco Control Coalition. We assisted in designing the program, developed objectives, created the evaluation plan, and prepared the proposal, including budget and budget narrative, MOU, and letters of support.

Client(s): County of San Diego, CA HHSA East Region Child Protective Services; County of San Diego Sheriff's Department; Grossmont Union High School District

Our client was awarded $411K by California's Office of the Governor for a Youth Mentoring/School Violence Prevention Program. The Fromm Group facilitated a multi-disciplinary work group, helped to design the program, wrote the concept paper, and developed the budget and evaluation plan.

Client(s): County of San Diego, CA Sheriff's Department

Our client was awarded $660K by the California Office of Criminal Justice Planning to expand the Sheriff's Child Abuse Unit, Child Neglect Unit, Law Enforcement Unit, and Special Investigations Unit. We helped the Sheriff's staff to design a cutting-edge program that teams Child Protective Services workers with Sheriff's investigators for immediate multidisciplinary response to misdemeanor child abuse reports and provides clinical interventions to help families mitigate abuse before it becomes more serious. The Fromm Group wrote the application, developed the evaluation plan, and produced the proposal.

Client(s): San Diego Community College District

Our client was awarded $400K by the U.S. Department of Housing and Urban Development for a Community Outreach Partnership Center. The Fromm Group synthesized partner materials, wrote the proposal, and helped develop the evaluation plan in a collaborative project with the San Diego Housing Commission.

Client(s): San Diego Housing Commission; Environmental Health Coalition

Our client was awarded $1.5 million by the U.S. Department of Housing and Urban Development for a Lead Hazard Control Program to educate citizens about lead-based paint hazards, implement a lead hazard reduction program, and create a registry of homes undergoing lead-reduction procedures. The Fromm Group facilitated and coordinated a multi-agency partnership to plan the program and apply for funding. We also synthesized information from diverse sources into a coherent grant application narrative, including an evaluation plan, and produced the entire proposal.

Client(s): County of San Diego, CA Health and Human Services Agency; Edgemoor Hospital

Edgemoor, the "hospital of last resort" for indigent and severely and chronically ill residents of San Diego County, was awarded $650K by the U.S. Department of Health and Human Services, Health Resources and Services Administration to replace aging equipment in its physical plant, kitchen, and maintenance and nursing departments. The Fromm Group conducted research, synthesized historical information, and wrote and produced the application, including budget and evaluation plan.

Client(s): County of San Diego, CA Sheriff's Department

Our client was awarded $1.6 million for a Violence Against Women/ Domestic Violence Unit Expansion by the U.S. Department of Justice Office of Justice Programs. The Fromm Group facilitated a multi-party MOU, assisted with partnership development and wrote the proposal, including evaluation.

Client(s): Tri-Cities Children's Services

Our client was awarded $3 million by the California Dept. of Education's Childcare Development Division to support child development center services. We edited the draft narrative, providing substantive revisions to address the instructions.

Client(s): County of San Diego, CA Sheriff's Department

Our client received $650K from the U.S. Department of Justice's Office of Community Oriented Policing for the Community Oriented Policing Services/Making Officer Redeployment More Effective (COPS MORE) program. The County hired The Fromm Group to assist with program development, including objectives and evaluation plan, and prepare the application.

Client(s): County of San Diego, CA Health and Human Services Agency

The Fromm Group was hired to create a library of materials for use in developing grant proposals, and to develop a business plan and brochure to help affected East San Diego County jurisdictions to identify funding for homeless services. We also facilitated the East County Homeless Task Force, conducted research, and developed a business plan and brochure.

Client(s): County of San Mateo, CA Human Services Agency; El Concilio of San Mateo County

Our client was awarded $1 million by the David and Lucille Packard Foundation for the Healthy Families health insurance enrollment initiative. The Fromm Group revised the program, designed the objectives, and prepared the proposal for Year II of the program, including the evaluation plan.

Client(s): San Diego Unified School District, Charter School of San Diego

Our client was awarded $600K by the California Department of Education for the Tobacco Use Prevention Education (TUPE) program for students at secondary comprehensive charter school. The Fromm Group designed a needs assessment instrument and developed a program plan, including objectives and evaluation plan.

Client(s): County of San Diego Department of Public Works, Wastewater Management Division

The Fromm Group was hired to review capital improvement project needs, prioritize projects, conduct research, identify potential sources of funding, and prepare grant proposals. The Fromm Group conducted research, prepared comprehensive project plans, and grant applications, including objectives and evaluation plans, for: 1) a major upgrade to Julian Wastewater Treatment Plant (located in a remote mountain community impacted by tourism); 2) highway safety improvements; and 3) general road maintenance. Our client was awarded $450K by the U.S. Department of Agriculture Rural Development Division.

Client(s): Social Advocates for Youth (SAY) San Diego, Inc.

Our client was awarded $750K by the County of San Diego, CA for CalWORKs Outreach Services. The Fromm Group developed the proposal to provide ongoing outreach and supportive services to CalWORKs recipients in the Skyline area of Southeast San Diego through the O'Farrell Middle School Family Service Center.

Client(s): City of Irwindale, California

TFG assisted the City of Irwindale, CA, with its application to the California State Library's Office of Library Construction for a grant under Round II of the Library Bond Act of 2000 (Prop 14) to build a new library.

Client(s): San Diego County Child Care and Development Planning Council

The San Diego County Child Care and Development Planning Council hired The Fromm Group to conduct an economic impact study of childcare within San Diego County that demonstrated childcare's fundamental importance to the economy. The Council used the study's results to advocate for issues such as incorporating childcare into land use and economic development planning; providing financial and technical assistance resources for the development of childcare facilities; and improving the business management skills of childcare providers.

Client(s): San Diego County Library

San Diego County Library was awarded a matching grant of almost $2.5 million by the California Public Library Construction and Renovation Board. The grant from Library Bond Act of 2000 (Proposition 14) funds will help construct a branch library in the remote rural mountain community of Julian. The Fromm Group compiled and drafted the County Library's Community Library Needs Assessment and the Library Plan of Service for the Julian application package.

Client(s): Sharp Grossmont Hospital

TFG assisted the Outcomes Improvement Committee to prepare their grant application to the National Institutes of Health (NIH) to test whether or not strengthening the practice of evidence-based medicine within a non-teaching community hospital environment has a positive impact on physician culture.

Client(s): City of Los Angeles and Breed Steet Shul Project, Inc.

The Fromm Group provided grant writing services to the City of Los Angeles Redevelopment Agency (CRA) and Breed Street Shul Project, Inc. for an application submitted to the State of California, California Cultural Historical Endowment (CCHE). The Breed Street Shul Project received an award to preserve and restore an historically-important building in the Boyle Heights neighborhood of Los Angeles, California.
